Office of the Director

The Office of the Director provides leadership, direction, and fiscal oversight of the Workers’ Compensation Administration (WCA). The Director is responsible for ensuring the agency operates efficiently and fulfills the mission of ensuring the quick and efficient delivery of indemnity and medical benefits to injured workers at a reasonable cost to employers.

Heather Jordan

Director

Before assuming leadership of the Workers’ Compensation Administration, Jordan dedicated over a decade to the agency, steadily advancing through key leadership roles. She was appointed Deputy Director in early 2024 after previously serving as the Court and Programs Administrator and Clerk of the Court. Prior to her tenure with the agency, Jordan spent 20 years serving the City of Albuquerque and Bernalillo County at the Metropolitan Detention Center, where she played a vital role in justice system operations. She holds a Bachelor of Arts in Criminal Justice, providing her with a strong foundation in policy and public administration. Her passion for service continues to drive her leadership in enhancing community outreach and strengthening agency operations.

David Mora

David Mora

Acting Executive Deputy Director

Prior to joining the WCA in August 2024, David Mora spent 5 years as a Special Investigations Supervisor with the Office of the State Auditor. Previously, he spent 12 years with the Regulation & Licensing Department’s Financial Institutions Division as the Consumer Finance / Money Services Industry Manager and Financial Examiner. Mora holds Bachelors (University of New Mexico) and Masters (New Mexico Highlands University) degrees in Business Administration. He is a Certified Fraud Examiner (CFE) and a Certified Government Financial Manager (CGFM).

Alexis Armijo

Acting Operations Administrator

Prior to assuming the interim role of Operations Administrator Alexis Armijo served as the WCA’s Clerk of the Court for approximately two years. Before coming to the WCA, she worked at the Bernalillo County Metropolitan Detention Center for over 21 years. Holding a variety of roles, concluding as the Records Manager for over six years. That experience provided Armijo with a strong management foundation and a passion for serving the public. Armijo currently oversees the WCA’s Clerk of the Court, Mediation, Self-Insurance and Medical Cost Containment bureaus.

Michael Holt

Michael Holt

General Counsel

Michael Holt graduated from Northern Arizona University in 1984 with a degree in geology and received his law degree from the Marshall Law School in Chicago in 1990. Holt was in private litigation practice in Illinois for 27 years with a focus on workers’ compensation and personal injury. Prior to his promotion to General Counsel in February 2021, Holt was the WCA Enforcement Bureau Chief.
